Audit of project financial statements

Annual audit of the project financial statements under International Standards on Auditing (ISA) and the donor's requirements: opinion on the financial statements, review of statements of expenditure and withdrawal applications, designated account, eligibility of expenditure and compliance with the financing agreement.

Expenditure verification (European Union)

Expenditure verification engagements under the European Commission's terms of reference (agreed-upon procedures, report of factual findings) for grants, service contracts and financing agreements; reports in English or French in the required formats.

Audits and verifications for cooperation agencies

Grant and project audits for AFD, GIZ, KfW, Swiss, Italian or Belgian cooperation; micro-assessments and spot checks under the UN harmonised approach to cash transfers (HACT); audits of implementing partners.

Financial management system reviews

Assessment of the project's financial management and accounting arrangements (procedures manual, software, internal control, procurement, asset management), recommendations and action plan; support to align with the donor's procedures.

Management letter and follow-up of recommendations

Management letter on weaknesses identified, management responses, follow-up of prior-year recommendations; support to PIUs in preparing for the audit and closing open points.

Closing audits and special engagements

Project closing audits, certification of expenditure, audit of counterpart funds, financial reviews requested by the donor or the steering committee, in Tunisia and in the firm's other countries of presence.

How we work

1. Scoping. Review of the financing agreement, procedures manual and donor's terms of reference; audit plan and timetable shared with the PIU and, where needed, the donor.

2. Fieldwork. Tests of expenditure and eligibility, procurement, designated account and statements of expenditure, project assets, supporting documents, compliance with procedures; English- and French-speaking teams.

3. Reporting. Audit opinion, report on the financial statements, management letter with management responses, in the formats and deadlines required by the donor, in English and French.

4. Follow-up. Presentation to the steering committee, follow-up of recommendations, partner available throughout the year.

Frequently asked questions

Who may audit a World Bank- or AfDB-financed project in Tunisia?

An independent audit firm registered with the Tunisian Order of Chartered Accountants, selected by the borrower under the donor's procurement procedures (tender or request for proposals) and acceptable to the donor. MGI BFC regularly responds to such consultations and can provide its references.

What is the difference between a project audit and an expenditure verification?

A project audit results in an auditor's opinion on the project financial statements (ISA). An expenditure verification, common for European Union grants, is an agreed-upon procedures engagement: the auditor performs the procedures set out in the terms of reference and reports factual findings, without expressing an opinion.

By when must the audit report be delivered?

The financing agreement usually sets a deadline after the end of the financial year (often six months for World Bank projects). We plan the work so that the PIU receives the report well before the deadline, since delays can suspend disbursements.

Do you work outside Tunisia?

Yes. The firm is present in Senegal, Benin and Togo and relies on the MGI Worldwide network elsewhere in Africa; we run multi-country engagements coordinated from Tunis.
